NOTICE OF BOND ELECTION – Tuesday, November 8, 2022
City Hall Bond Election
The City Council approved placing a bond proposition regarding a new City Hall before the voters for the Tuesday, November 8th, 2022 election date.
A fact sheet with detailed information is provided below. Highlights of the proposal include:
- No tax increase to residents regarding the proposed $10,775,000 City Hall construction.
- The City Council decreased the property tax rate by 2.6 cents for the 2022-2023 Fiscal Year.
- The proposed City Hall includes a proposed 3,500 square feet event center. Potential uses include receptions, banquets, reunions, graduation parties, seminars and conferences, volunteer organization meetings and community meetings.
A Town Hall meeting will be held on Thursday, October 13th, 2022 at 6:30 PM in the Public Safety Building Fire Bay, with the proposed City Hall and other important items to be discussed.
The annual Hutchins Fall Festival will be held on Saturday, October 22nd from 11:00 AM to 3:00 PM at Campbell Park (200 S. Denton Street).
This year's event will feature pony rides, a live DJ, lawn games, face painting, a bounce house, and more! Admission is free, so be sure to stop by. For more information on the schedule of the attractions, please refer to the flyer below:
FY 2022-2023 Adopted Budget
Below is a copy of the Fiscal Year 2022-2023 Adopted Budget, which was unanimously approved by the Hutchins City Council during the Tuesday, August 6th, 2022 City Council meeting.
SBA Loans for Flooding Damage
Following the recent flooding that occurred from August 22nd to August 25th, the United States Small Business Administration (SBA) is offering financial assistance for eligible small businesses and residents that were affected in Dallas and the surrounding counties. Loans are being offered for to help cover business and home repair costs.
The deadline to apply for loans covering physical damage is November 14th, 2022, while the deadline for economic injury is June 14th, 2023. For more information, please refer to the press release and fact sheet below.
FY 2022-2023 Proposed Tax Rate and Budget
A tax rate of $0.655901 per $100 valuation has been proposed by the governing body of the City of Hutchins. A public hearing on the proposed tax rate will be held on September 6, 2022 at 5:30 PM at Hutchins City Hall, located at 321 N Main Street, Hutchins, TX 75141. The proposed tax rate is not greater than the voter-approval tax rate. As a result, the City of Hutchins is not required to hold an election at which voters may accept or reject the proposed tax rate. However, you may express your support for or opposition to the proposed tax rate by contacting the members of the City Council of the City of Hutchins at their offices or by attending the public hearing mentioned above.

Due to the severe and extreme drought conditions in North Texas, the City of Hutchins is issuing mandatory stage 2 water restrictions for all water customers beginning July 28th, 2022. Several restrictions have been put in place, including:
- No watering between 6:00 AM and 6:00 PM, unless with a handheld hose that has a shutoff nozzle or a faucet-filled bucket.
- Even-numbered houses may only water on Monday, Wednesday, and Friday. Odd-numbered houses may only water on Tuesday, Thursday, and Saturday.
- Filling or refilling a swimming pool is limited to the designated watering day, and must be between 6:00 PM and 6:00 AM.
- Operating an ornamental fountain is prohibited, unless it utilizes a recirculation system or is necessary to support aquatic life.
- Violations can result in fines of up to $2,000

The drawing shall take place on Friday, February 25, 2022, at 2:00 p.m. in City Hall.

Thursday, April 7, 2022, is the last day to register to vote for the May 7, 2022, City of Hutchins Joint Election.

If you or your family has been affected by COVID-19, Dallas County Health and Human Services offers the Emergency Rental Assistance Program (ERAP). Dallas County citizens who do not live in the City of Dallas (this includes Hutchins residents) can receive assistance with rent and utilities for up to 12 months. Atmos Energy has partnered with The Senior Source in order to provide bill payment assistance for senior citizens with natural gas bills. The program is open to anyone 50+ who has an Atmos Energy account. For more information, please see the attached flyer.

The Dallas County CARES Team has launched a food pantry assistance program, aimed at helping food pantries impacted by the COVID-19 outbreak. The attached flyers have more information on the program, and how to apply.

Beginning August 20, 2020, the City will not be taking credit/debit card payments over the phone for WATER bills.
If you would like to pay your water bill with a credit or debit card, you must go to the City’s online payment page and pay your bill there.

Municipal Court Update
Hutchins Municipal Court dockets will be held online. To request a court date please send an email to firstname.lastname@example.org. The docket for June has been cancelled. Please call 972-225-6121 or email to reset your court date.
Payments for citations can be made online at www.trafficpayment.com or placed in the drop box outside of City Hall. Payments can also be sent via mail to PO Box 500 Hutchins, TX 75141.
Effective June 2nd, 2020 the City of Hutchins will begin accepting platting applications only on the final Monday of every month. This is to ensure compliance with House Bill 3167, which requires that all platting applications be heard within 30 days of submission. Submissions must be complete and paid for in order to be accepted. The attached platting schedule and checklist will help keep track of the upcoming submittal dates and required submittal documents. Disposal of needles and syringes
In order to keep our neighborhoods clean and sanitation workers safe, the Hutchins Police Department is reminding everyone about proper needle disposal. Be sure to use proper storage and labelling for any syringes, needles, or sharps. Something as simple as a labelled laundry detergent or bleach bottle will help ensure the safety of our citizens and sanitation workers. Attached are flyers in english and spanish from the Texas Commission on Environmental Quality with some tips on proper needle disposal.

In response to the recent COVID-19 virus, also known as the Coronavirus, the Centers for Disease Control (CDC) has released some preventative steps everyone should take to prevent the spread of the disease:
- Stay home when you are sick, except to seek medical care
- Wash your hands with soap and water for at least 20 seconds and help young children to do the same. If soap and water are not available, use an alcohol-base hand sanitizer with at least 60% alcohol.
- Avoid touching your eyes, nose, and mouth with unwashed hands.
- Avoid close contact with people who are sick.
- Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipes.
- Cover your cough or sneeze with a tissue, then throw the tissue in the trash. If you do not have a tissue, use your sleeve, not your hands.

Hutchins Route 401 Schedule
Attached above is the revised brochure for the Hutchins Shuttle Route 401. Slight adjustments had to be made and this schedule is different from the one posted a few weeks ago.
· Monday – Friday, 9:30 pm moved to 9:15 pm start.
· We adjusted Monday – Friday, 11:15 pm to 11:00 pm start.
Also, as a reminder the route will not operate on Monday, September 2nd, 2019 due to the Labor Day holiday.
Changes to the City of Hutchins Cross Connection Control Program as of February 1, 2018
Federal and state laws require all water providers to meet certain standards to obtain, treat, and deliver water to protect public health. Texas Commission on Environmental Quality (TCEQ) requires all water providers establish a Cross-Connection Control and Backflow Prevention Program.
